In our investigation of your actions following the arrival of your initial letter, we have noticed that you have failed to comply thus far to the Preservation Acts. We request that you reconsider this defiant stance and follow through on your obligation to the Ministry of Magic by following the mandate. We will be continuing to monitor you closely over the next week to be certain that you are, in fact, complying.

A warning of impending arrest if there continues to be a lack of compliance. Example: "Mr./Ms. ______,
It has come to our attention that you continue to refuse compliance after our repeated requests for it. As such, you will be given three (3) days to comply before you face the consequence of arrest.

Arrest by a group of officials from the Department of Magical Law Enforcement. At least one Dementor will be present. Imprisonment in Azkaban for five days. *Longer sentences may be given with mod-approval and good reason.
A warning of potential relocation to Ministry-monitored housing. Example: "Mr./Ms. ______,
Your continued noncompliance has once again been brought to our attention. You have 24 hours to prove that you will begin to comply before both you and your pair are relocated to a Ministry-monitored apartment.

Relocation.
If continued noncompliance, the relocated couple will be informed (generally in person) that they face in-laboratory testing and impregnation.
In-laboratory impregnation will occur. The female will remain in the laboratory until birth and the male will be repaired. After birth, the child will be placed into a stable home and the female will be repaired.
So, to recap, the process is 2 requests, a warning, arrest, a warning, relocation, warning, impregnation, repairing.
