Okay. Maybe it's just me, but I'm going to bloody well point out the obvious that nobody else seems to be commenting on. The BIL and the Quidditch Commission decided on these new policies? Oh yes, lets get the organisation that seems to only give a damn about the owners' interests and the bloody Ministry together to cover their own arses. Who gives a fuck about the players who are under pressure from the owners and managers? Obviously neither the Quidditch Commission nor the BIL as they didn't think it fit to include the Players' Union to their bloody summit.

Who's watching the watchers?

I doubt the players willingly took the potions and instead felt increasing pressure to do what the owner/manager wanted. However, it is the players who are replaced and made scapegoats. Meanwhile the owner gets to make a shiny profit selling the team and the manager gets to keep his job.

You do not think a person is responsible for their own actions? Very - what is the word I am looking for? - cínico, sí.

People certainly are, but one cannot deny that there were outside pressures that need to be considered.

It might depend on the player. One cannot say that every instance was because of pressure.

And one cannot say that everyone was doing without feeling any pressure.
