So predictably, I ended up breaking my own statement of no more characters... now this time, I mean it: my final character is going to come in in a few months time and that is it. Watch me look back at this next year and facepalm hard at myself
This is Sandy Jameson, aka Override (or Hotshot, if you were part of the Outsiders). She's a telepath, utterly untrained so she struggles a lot because she's always listening to all the things. She's also able to shut someone's higher brain functions down and render them unconscious or comatose, but she's not got the best control over that power and can make a number of people have aural hallucinations.
Sandy is also completely immune to all other kinds of psychic phenomena, meaning empathy, mind control, manipulation (thought or memory) and hypnosis - for example - doesn't work on her. She's kinda invisible to other psychics, too.
She comes from a trailer park, her mother is also quite a powerful telepath but she ended up having a sort of mental break and she got taken away by the police who in turn sent her to the Regiment to help her out with her abilities. Her powers manifested when she was quite young and her well-meaning (but really dumb) father suggested that he run one way and she runs the other and left her in Manhattan where she ended up running into Calvin and Cassidy and eventually the rest of the Outsiders.
After they were all captured, she was sent to the Texas facility and now after all the things went wrong, she's now at Limbo in the hopes that being around her people that she'll be in a better place to control her powers.
She's in room 101A and her handler is Rachel Cohen. She won't actually be around IG until Monday as they had to sedate her quite heavily so she's currently chilling in medical, waiting for all the drugs to come out of her system.

(P.S. Her mom is Ali Larter, and also an untrained telepath who survived for years but succumbed eventually to all the voices and the mind of the crazy dude on the trailer park... if anyone wanted to bring her in... She'd be much better now she's been with the Regiment.)
