He belongs to a Nazi splinter group known as HYDRA. It was originally a SS science branch with a primary focus of developing advanced weaponry, but that was before the founder went rogue and took the whole division and all it's work with him. HYDRA was supposed to have ended along with World War II, but the branch survived through its scientists. You said his uniform was old fashioned?
