Summary: Captain America, once again, is trying to organise a SHIELD support team for the individuals stuck in fake-Vegas.

The truth was, Steve wasn’t doing this because he thought of himself as a leader, or had any idea that he was at all qualified to starts the wheels of SHIELD in motion. In fact, he was finding it difficult to hide his frustration at the fact that they’d already been through his once and cobbled together a team and doing it again felt like a step in the wrong direction, not the right one.
And the truth was, that since he’d used SHIELD as a common enemy for himself and Barnes in an effort to get close enough to the Winter Soldier to jog the man’s memory, he honestly felt guilty about taking the lead on a reorganization effort, and while he’d never ask for it, he sincerely hoped that Howard would step in and take over his role now that he was here. Especially when so much of his own attention was still directed towards his best friend. He knew that SHIELD was needed, and that threats loomed a lot closer than he’d like (even if Loki was playing at being nice) and Rogers had no intention of neglecting his duties; the safety of everyone came before Barnes, he knew it had to. But he also knew when to admit he was distracted.
He did intend, now that he had everyone in one place, to let Peggy do most of the talking. She had her designed and her ideas as to what she wanted SHIELD to be and as far as Steve was concerned; he trusted her instincts like he trusted his own.
