The Doctor didn't even need to hear her words to know that it was true, and the thought alone was more comfort than he'd ever expected to receive. He was of course sorry that he had to break the news to her; she'd just been pulled from the middle of a warzone to be told that said war had infact ended a long time ago, and not in her favour. That was going to take some time to come to terms with, but at least they had each other now.
"I can't believe... I never thought..." he never could quite finish the sentences, but really his emotions could speak for themselves without him ever putting them into words. "Oh, you have no idea how good it is to see you again!" he managed to say eventually, a smile playing on his lips for the first time as he gave her a squeeze. "It's going to be OK. We'll be OK, now," he nodded, aware that it was going to take time for Romana to adjust to life without Gallifrey... but perhaps they could treat it like the old days. He remembered a time when Romana had complained about going back to Gallifrey when they were called, perhaps now they could pretend it was a choice rather than a necessity. It wasn't ideal, but he had a feeling that everything was going to work out OK.
