"Dead," Owen said sadly, brushing the flower pot bits away from the body. They weren't important in his line of thinking. At least, not to the point that they needed to stay exactly where they were. "I think his spinal cord snapped," He said, running a hand lightly over the guy's back. Yes, it was definitely broken. Owen pushed himself back to his feet as he fished his phone out of his pocket to call 911. He didn't have any authority in this place. He'd have to let someone else make the official cause of death.
"Are you sure it was just a bit of a graze? It didn't look like it to me," Owen said as he glanced over at the girl as he placed his phone at his ear, reporting the scene as soon as the call was answered. He'd have to check farther down the street to see if there were any other victims down. He couldn't do anything for this poor bastard.
