The Doctor gave a little shrug, "I don't think they know what to do, really. I should have stepped in right away," he said, surprisingly quick to defend the institute that was initially set up to destroy him. Jack had said this Torchwood was different, and while he was yet to be fully convinced, he couldn't leave them to suffer. It didn't really matter what they thought of him. "Mind you, I'm disappointed that they haven't been able to suggest anything other than weaponry. I don't think they've fully accepted that big guns aren't going to stop this one," he added.
"I know. He's crossed the line, honestly," the Doctor muttered. "That sounds weird. He's tried to destroy the entire planet, but I think taking a young innocent man hostage is crossing the line. I think you know what I mean, though. He's just doing it for the sake of it, what's Ianto Jones got to do with anything? Poor kid," he went on, getting a little agitated. He was used to destruction, but there was something about this particular situation that seemed a little too personal.
"He'll be getting angry that he's not got a reaction yet. We really, really need a fast plan."
