Minister Shacklebolt,

I don't know if news has reached your desk yet, but I witnessed the death of Penelope Clearwater a few hours ago. I have already given this report to Gaskin, but I wanted to let you know that there is reasonable suspicion that Percy Weasley's, Senior Undersecretary, life may be in danger.

I have requested a 24-hour, two-man hit wizard watch on his person from Gaskin for at least the next three to four days. I have expressed these intentions to Mr. Weasley but he does not seem inclined to cooperate with the DMLE in this regard. If you would, could you express the importance of his cooperation with us so that we can ensure his safety? Thank you, sir.

Mr. Weasley,

By the time you receive this owl, I will have already sent the hit wizard detail requested. Your concerns are matched by mine and Gaskin's, and whether your brother feels he needs protection or not, it is my duty as minister to make certain he is safe. If he takes issue with this, I will encourage him to take it with me and not you, as this decision was mine.

As for your own safety, while your skills are much to speak of, I would caution you to take extra care. While this person may have let you go for now, I'm not convinced that she will not seek to finish what she started at a later date.
