Laying aside all claims to godhood, or supernatural abilities, or personal history with you and your City... 'Gothmog' strikes me as a classic obsessive personality. As one-track-minded as any mortal stalker, perhaps, even if his resources were somewhat more far-reaching.

Anything with a personality has the potential for a personality disorder, Lord Ecthelion—in Gothmog's case, the evidence points to either sociopathy or true psychopathy (and I really couldn't speculate on which it is, without knowing his personal history).
