Hollis would probably view him with a mix of outright skepticism and quiet interest. He respects the desire for freedom, but would be in no way be inclined to grant it to someone who was in prison and could be an honest danger to society. But it wouldn't interfere with him making sure that the man's talents were properly used in the line of duty.
Levi blastfielding is, frankly, terrified of the man in a few different ways. He probably gives him a wide berth and is exceptionally nice to him in the hopes of avoiding conflict. Levi has the abilities of kinetic explosion and absorption, though the latter can be overloaded. And it still hurts, so he'd rather not be punched by a super-strong criminal until it does overload.
