Summary: Leon swears in 2 more people and talks to the team about new rules
It seemed that Kinney was determined to cause problems. First that little problem that had prompted him to look at federal rules in this dimension, and then the certification. While Kinney passed it, he managed to do it while still not being qualified to carry and never having shot in a training exercise, and while Leon understood that not everyone was able to shoot when the time came, they could at least try. Kinney wasn't trying, and it was time to find an alternative to Callen. However before getting to that, there were two more things he needed to do.
"Ladies and gentlement, if you check your emails, you will find the entire booklet on federal regulations, which we're adopting for ICIS. These regulations cover code of conduct. I'm sure you all know that we can't use the same sort of punishment. Firing you means sentencing you to death, and I'm not quite ready to do that. However, there will be consequences, and since we don't exist and we can't go to a judge to determine whether a punishment is fair, you are all stuck with my decision. I will decide appropriately on a case by case basis and there's no review. It's hardly democratic, but we have no choice. In addition to the booklet, next Thursday there will be an whole day workshop to go over these regulations. It's mandatory, you need to be awake for it. Hetty and I will conduct, which means don't even think of getting out of it," he said, looking at Kinney for a moment.
"Secondly, we have two new agents. Mr. Hanna, Ms. Hanna, if you'd both step forward and raise your hand." He raised his own hand. "Please, repeat after me:
