Eliot didn't bother responding to the first question. Callen made it clear that he was the one in charge. And frankly, Eliot didn't care. What he cared about was getting out of this prison he was now in. "The issue with the lockdown and leash is that you're making folk anxious, paranoid, and showing you have no trust in any ability that they've learned through your training. Instead of people thinking that 'this is to keep us secure', it'll cause people to think 'how can I get out or around it'?
"Sure, you have some died in the wool agents who'll follow it to the letter, but those who aren't will start causing an uproar once it gets settled into their minds how much their freedom was just taken away."
Eliot pointed out the solution. "You gave us all cell phones. That's well and good enough on base to keep in contact. If you think there's a real threat pending right now, those who've got the skill set should be rotated as watchdogs outside or at an indoor vantage point."
