Oliver had been going to meet Diggle at the warehouse when Tommy stopped by to corral him into going to lunch first. Oliver had given the List to Diggle to read earlier, in a secure location and upon promise of dismemberment if it left Diggle's hands. As much as Oliver wanted to keep it to himself, Diggle needed to know the depth of corruption Starling City was buckling under and that he couldn't be derailed by petty crimes.
Tommy's choice of Big Bellies Burgers bemused Oliver, but he went with it. The food was decent and it put money into an area that needed it.
Oliver knew immediately when they were no longer in that area, even without the suddenly missing restaurant or bike. He could feel the change in the atmosphere, the survival skills he'd learned on the island kicking into high alert.
"We need to get out of here," Oliver said, latching onto Tommy's upper arm. It might be the middle of the day, but that wouldn't matter to the eyes now watching them. He began leading Tommy in a northwesterly direction.
