Selkies, as a rule, try to avoid heavily populated areas. It's not safe. This rule isn't born from a fear of men exactly but the fact that one shouldn't wander into another predators territory when lots of them are about. It's a common sense thing. So when going through the curves and alleys of the town he seal stays very close to Jack. Only slightly more nervous then he is curious. Jack has to pull him along and hurry him up when he keeps trying to touch everything and wander into open doorways but he never tries to go an arm length away from the Captain.
