Every hero needs a villain, and vice versa. That is, essentially, how Nemesis City came to be what it is today. No other city in the world has as many heroes and villains in its midst. It started off with criminals, who attracted do-gooders, who attracted villains, who attracted heroes, until the city became a battleground for a veritable army on each side of the law. No one really remembers or knows why so many keep flocking to Nemesis City, but they do. Somehow, in spite of this, the city has a thriving economy (particularly in reconstruction) and a population of more than a million. The next step in its evolution: team ups.

Nemesis City is a game based around superheroes, supervillains, everyone in between, and their dynamics. It's campy, it's dramatic, it's whatever you need it to be.
