After all the reports she'd read and all the intel she'd managed to gather on Gotham's most famous vigilante, and most secretive, Maria had seen nothing to indicate he wasn't doing exactly what she claimed he was; one man on a mission to stop all crime in Gotham, one criminal at a time. "Arkham needs to be destroyed and something better put in its place," Maria said harshly. "Mental patients or not, the criminals are still cunning and dangerous and needed to be treated as such. Arkham can't do that as an institution. You need a prison.
"I don't need fourteen years of 'understanding' the city to know that much," she added bluntly. "You get the criminal off the streets, you put them somewhere they can't get out of when they get bored playing with the doctors."
She wasn't here to argue with him, she reminded herself. She wasn't here to beat SHIELD's mission into his head, because that hadn't worked any of the other times SHIELD had argued with him. They'd just have to prove it with deeds instead of all this bickering on rooftops at night.
She gave a short nod of acceptance of his terms. "Good. I trust you will find a way to contact us with your decision." If he did so the way Catwoman had, by sneaking on the Helicarrier, she'd argue for his mask in retribution. And then he'd point out whatever security flaw and they'd fight it out again.
She folded her arms across her chest, debating inwardly. She could easily argue that it was confidential until he'd been read into the briefing, and if he didn't like the team, he might refuse even if they needed them. On the other hand, he'd soon know them, either way. "Confirmed recruitment are Superman," she finally reluctantly began. "Iron Man, Captain America, SHIELD agents Mockingbird and Scarlet Witch. We are still waiting to approach former SHIELD agent Ms. Marvel, Flash, Green Arrow, and Green Lantern."
