She cared about Gotham only as it became a problem for SHIELD to deal with; Gotham just happened to always be a problem one way or another. But it wasn't the only problem on her radar, no more than Stark was. Getting wrapped up in the details of the city was a damn good way to loose sight of the larger picture of what was happening all over the country and the world.
Batman's sources of information were legendary, but Fury had played the Initiative close to the vest; Maria couldn't help the curl of pride when he went quiet instead of retorting with details about the Initiative.
She stayed firmly where she was by the beacon, keeping an eye on him prowling in the shadows by the rooftop. At least she felt less exposed in the center of the roof, even if she was probably nicely illuminated.
She conceded his point with a nod. "We're not interested in taking you from here or permanently working on a team," she said. "We want the strongest and the best to answer a call to handle things that are too much for one hero alone. Things that, if they succeed, threaten Gotham and the rest of the country," she added deliberately. Maybe they didn't know every weak point in that armor of his, but protecting Gotham, well that could work to her advantage.
