What: Doom watches Lex escape and makes a phone call.

He watched the ship zooming away in the camera feeds, keeping a careful eye on the security to be sure the Doombot was overriding the system properly in order to make their escape smooth and 'undetected'. Kristoff had realized what was going on, but when Victor had him stand down and do nothing, his adopted son had of course wanted to know why. So the self-titled doctor had explained everything to him.
He'd received the signal that Lex was wanted back, so he'd given Lex Luthor the means to do so. He didn't need Luthor to think he was letting him go on purpose. That would raise too much suspicion, perhaps shed light on his business relationship. So he'd simplified the changing algorithm on the prison door, knowing Lex was doing his best to unravel it's programming with his meager means within his cell. Lex Luthor was a genius. He figured it out when it was layered only six deep rather than nine. Then it was a matter of him sneaking out when he thought he was unwatched to find a means to escape.
And of course a prisoner is first going to run into other prisoners.
Luthor was also, like many creative geniuses, curious. Doom had been counting on that when Lex powered up the Doombot.
A special Doombot, taken by Batman and only recently returned to him by a third party. Batman had learned what he could of the Doombot, but from what Victor could tell the man had been smart enough to never turn the robot on.
But still, in its lapse mind, it had been distanced from Victor von Doom for too long. As he thought, when the robot was finally back in his clutches, it had gained self-awareness. While in his presence, there were safeties in place where Doom's mind kept the Doombots docile and obedient, and most importantly, unaware of themselves, mere machines. It was a safety network that should both he and Kristoff disappear from Latveria, the Doombots would take over Latveria and the one with the strongest mind would rule instead. That was why it had been so important among other reasons for Kristoff to break it off with his American girlfriend and remain in Latveria while the whereabouts of the bot was unknown, among other reasons. The last thing needed was for Doom to come home to find a Doombot on the throne. It had happened before...
... And that past Doombot had given Victor von Doom some of his most ruthless reputation and it had been a poor time for his people. The Doombots were still less human, still so much more ruthless. There was only one other Doombot that was self-realized that he kept in a tower, because it was somehow much more human in behavior, much more empathetic. He told himself it was still alive (and alive was the correct word) because he might find a use for it someday. But sentiment was the true reason.
But the one stolen by Batman was not so. It was ruthless, and it had been furious when turned on that a usurping copy was trying to take over its throne. It did not recognize any longer that Doom was the real thing. It thought itself Doom, and it only remembered being attacked by Batman and blackness, and now being woken bound and struggling.
So he'd powered it down, and thought to destroy it, then decided poetic justice might be better served. He put in subtle commands, programmed the robot accordingly, and when the time came left it in a convenient location for Lex Luthor.
And now Lex Luthor was flying away from the country with the robot.
Victor von Doom clicked on the communication channel.
"Your package is on its way home. I trust you will give him a warm greeting."
Doom almost wished he would be there to see how Lex Luthor reacted to Talia. It was fitting that Doom slowly pick away at him after his double crossing him. Doom had not lied. He did not forget insults. Even if the Skrulls had muddled everything after and he'd avoided courts after the alien invasion, he was far from forgiving that slight.
