It should have been more difficult to break into the Flash Museum-- and maybe it would have been if they'd had any intention of stealing things. They would have been stealthy and silent, and following an elaborate plan that would get them in and out before even the Flash had a chance to show up (word on the street was he was still living in NYC too, which would give them a few precious seconds).
But that wasn't the point of this little visit. This was a bit of R&R that was long overdue, considering they'd just spent the last several months incarcerated (some in solitary confinement) before they could bust out again.
Besides, this was a birthday party, and the man of the hour should get to have his party wherever he liked, with whomever he liked-- which was why all the Rogues had pitched in to get some of Angie's friends to come out and help entertain Mark. After a rousing chorus of happy birthday, the kegs were cracked open, liquor flowed, the music blared and the Rogues got down to the nitty-gritty of celebrating a slightly belated birthday for one of their own.
