Steve (And Open if anyone wants)
There were a number of reasons that Steve chose to make an appearance here. First and foremost among them, was what had happened to Luthor. Because while this event had obviously in no way been sponsored by him, there was still the possibility that something could go awry. And with how heated things had been among the public, and how opinions were beginning to swing after the incident with Wanda he could not help but wonder if Luthor would try to do something to ensure that this protest achieved no success.
His second reason was simply to give his support to protesters exercising their First Amendment rights. There was nothing more American than this, especially given the cause, and so Steve could not help but show up. Even if he sometimes felt just a little bit awkward marching onto a scene such as this.
When he came out of an alley in costume, he was not immediately noticed. Not until he began to wade into the people, did those around begin to take notice. Some silenced, some gaped, some cheered. All gave space around him. As he walked toward the center of the protesters he exchanged words, clapped shoulders, and exchanged a few quick words before he reached the eye of the storm.
