Who: Cissie and Tommy
What: Second Meetings, not that either of them really know it
When: Afternoon, April 12, after school
Where: Hawthorne Academy and surroundings
Rating: Um... PG-13


Two weeks ago Cissie's biggest concern in civilian identity had been finding out whether or not Hawthorne Academy had an archery team. Amazing the difference two weeks made. Now Bart and the other Flashes, and all the other heroes were under fire by the United States Government! Given that it was Luthor in the White House maybe they should have been prepared for this, but who thought that it would actually happen?!

After everything that the heroes had - that they all had - done for the civilians they had sworn to protect, she honestly had thought that this wouldn't even be an issue. That this would get shot down. But politics she was learning was a messy business, and it could only get worse from here. If the things she'd heard about Lex Luthor were any indication, he was a man who did not deal well with not getting his way... And that did not bode well for them. Any of them.

Her Civics class had read the law over, it was all they were talking about now and she was shocked to hear the opinions in the class. Maybe she shouldn't have been surprised that not everyone supported them, but she'd thought that after everything maybe the heroes would have had more support. Especially from her own classmates. Not that they knew who she was. Not that anyone knew who she was. She wasn't in this for the recognition.

She's spent the last few days trying to figure out the best way to deal with this permitting issue. As a minor they were giving her a runaround. With this on her mind, she wasn't exactly paying attention. The backpack she was carrying went flying as she walked right into someone and fell backwards onto the pavement with a loud "Oof!" Thankfully she knew how to fall without thinking about it. At least it wasn't going to be hurting too much in the morning.

"Walk much?" Tommy asked, annoyed. He hadn't been watching were he was going either. However, he'd had his head down staring at his phone so it should have been obvious to everyone around him that he was in the middle of texting someone. Tommy sent off the text, stuffed his phone back into his pocket, then seemed to realize that the girl he'd bumped into (who had bumped into him?) was still sprawled on the ground.

Awkward. Especially since she wasn't bad looking. And he recognized that uniform. He extended a hand to Cissie. "Hey. My bad. You okay?"

The pavement wasn't the most comfortable place in the city to sit. Hell, it wasn't the most comfortable place to do anything other than walk. Thus finding herself on her butt didn't really make her all that happy but then she hadn't been paying attention.

She blinked a few times and shook her head, murmuring an "ow" before looking up. So she hadn't walked into wall, but a person. Well a person was better than a wall. "Um... yeah." She pushed some hair out of her face looking up at the person. It was a guy, a blonde guy. She took the offered hand, glad for the help in pulling herself up. "No it was my fault, wasn't watching where I was going." And it was true. Herr backpack had opened, books she'd been carrying and the stapled papers - which was a copy of the Registration Act - were on the pavement. Thankfully her phone was still securely in her hand. "I didn't hurt you did I?" She knew it was funny, her asking that when she'd been the one to go down?

"That makes two of us," Tommy interjected, because he was usually a lot better at that. It came with the whole super speed territory. He waved off her concern. "Don't worry about me. I'm fine. You lost all your stuff."

Tommy knelt down and started gathering papers. He stopped suddenly as he skimmed over the words. He frowned and looked critically at Cissie. Cute. Real cute.

"Oh you've be surprised how often that happens," she said with sigh. She usually just flung her bag onto her bed in the dorms and her books spilled out. It was something she was used to - might have meant that she needed to get a new one, but right now, without a job she really couldn't afford to. She got by on what she had - the state had at least made sure she had what she needed - but she wasn't taking any chances. She knew that it was best to be careful

She had been about to protest, say that she could get her things herself, but it was too late. Cissie watched as he knelt down not yet realizing yet what had fallen out. It wasn't until she saw the look on his face that she started to get an idea. His reaction was enough. It had to be the Act. After all there were only so many things that it could be. Also for once she was glad that she'd left her mini-crossbow back in the dorm. She usually carried it around, just in case.

Still, that look on his face meant one of two things. Either he was against the act or he wasn't certain what to make of a private school girl carrying it around. She reached forward for the document and shook her head, deciding to take a chance and guess which was which. "I take it you're not a fan of that particular piece of legislation?" she asked with a tilt of her head. She couldn't blame him. She wasn't one herself... In fact everything she'd been doing the last few weeks was a testament to that, but this guy didn't know her.

"You can say that." His brows furrowed slightly as he tried to get a read on Cissie. Was she for or against? Did it even really matter?

Tommy was getting really sick and tired of hearing about the Registration Act. Everyone was talking about it: on television, in school, at the hideout... Hell, he'd even heard two people arguing about in a fast food line. He got that was important and it affected a lot of people, himself included, but talking about it didn't make the circumstances suck any less.

"Here." He quickly (though not as fast as he really wanted to) finished gathering up the papers and didn't so much hand them to Cissie as much as foist them on her.

In a second the papers were back in her hand. She'd expected him to hang onto them until he had an answer, she had no doubt that he was sizing her up, wondering where she stood. Not that she was a fan either. The only reason she had it was so that she could familiarize herself with it and sound half way intelligent when she was trying to get people involved in the protest. She'd rather have the thing shredded than have to carry it around or worse have someone think that she took it seriously.

Cissie took the papers and rolled them up in her hand. It was all that anyone was talking about. Hell, she wasn't sure how much of both sides was actually getting out there. The news seemed to have that covered, but still... who wasn't in someone's pocket these days. "My civic's teacher has been making us discuss it in class." and it was true. Her voice held a very particular tone. One that seemed to spell out her dislike, but whether it was for the fact that they were discussing it or disgust for the act wasn't clear until she continued. "This whole thing is just wrong." She was very serious as she said this, a passion in her voice. "After everything heroes do for the public, doing something like this?" She waved the rolled up paper in her hand. "They deserve their privacy!" and so much more really... She wasn't going to just stand by while Bart and Wally were forced to register. That wasn't going to stand!

Tommy raised his hands in supplication as Cissie got more and more incised. She reminded him of Mia. Ready to shout down and argue with anyone, even a stranger on the street. "You're preaching to the choir."

He agreed with her even if that wasn't what was really bugging him. Of course heroes deserved their privacy (as well as some awesome perks) but there was no way a ginormus database could ever be a good good thing. It was a slippery slope if Tommy ever saw one and it didn't help that there was already backlash starting. The crap that had happened to Teddy was proof enough.

Cissie lowered the papers with a sigh. She pushed some more stray hair out of her eyes before letting her shoulders drop. "Sorry..." She might have gone a little bit overboard right then, but sometimes you only had one moment to make your impression known before people started assuming. She'd learned that the hard way. Of course it was more than just the privacy issue. Having them on a list WITH their identities in the hands of Luthor!? Or anyone really... Yes she understood the liability argument, but they were needed. "Guess I got a little carried away. We had this big debate about it today and I guess sometimes I feel like I'm debating a brick wall."

Putting the papers away, Cissie slung her backpack over one shoulder and held out a hand. "Think that we got off on the wrong foot here." She smiled. "Cissie King-Jones. I'm... sort of new around here." And it was true. She really hoped she hadn't just made the worst impression of her life. Thought... it probably wasn't possible to make a worse impression than she and her mother had on Bart and Max when they'd first met...

Tommy looked from Cissie's hand to her face with a raised eyebrow before giving a mental shrug and shaking her hand. The gesture was pretty formal and way antiquated but hey, if that's how she wanted to play things.

"Tommy Shepherd," he introduced himself. He was about to add that he didn't go to Hawthorne but figured she could probably figure that out for herself.

"That so? Where'd you move from?" Tommy asked. He hadn't run away yet. Cissie had apologized for getting all worked up, not that she needed to apologize. But it was nice to know that their entire conversation wasn't just going to be rant about Luthor. (Even if the guy deserved it.) Tommy didn't have anywhere to be and Cissie was pretty hot.

"Nice to meet you Tommy," she said with a small smile. She let his hand loose and let it drop to her side. He was one of the first people that she didn't know already or wasn't a classmate that she'd really spoken to, and she'd been here a month getting herself set up. No heroing didn't leave you much time for a social life. But maybe she should give that more of a shot!

"I'm afraid so," she replied with a small shrug. "I moved around a lot as a kid," and it was true. After a point Bonnie never liked staying put. She was tracking the next big thing. "This time it was from Manchester, Alabama, but before then Ohio, New Mexico and Star City, California." She shook her head with an amused exhale. She was fully aware that they were standing on the sidewalk conversing, and she really didn't care. "My mom used to move us around a lot. I guess you could call it wanderlust." Of course she didn't she called it crazy. And now that had been found by a court.

"Yeah?" Tommy had been about to ask if Cissie was an army brat but she beat him to the punch. Tommy liked to travel but he couldn't say he was fond of actually moving. His own transition from New Jersey to New York had seem drastic enough.

"I've got a friend from Star City," he offered. Mia was pretty open about that so Tommy didn't feel like he was divulging top secret information. Plus, he didn't think the two girls were long lost BFFs. It just made for some decent small talk.

At his mention of having a friend from Star, Cissie smiled. "It's a great place," she said almost wistfully. "Wish I could go back, but..." but there were things keeping here here. And here she was talking to a practical stranger and probably failing at teenage socialization 101. She blamed her mother for this. Then again she did that a lot. "Your friend doesn't go to Hawthorne does she?" It was possible, right?

"So what about you?" She smirked slightly. Strange girl bumps into a guy she's never met and starts up a conversation. Gotta love New York. "You from around here?" She'd gotten to know the place from the tops of buildings but when did she have time for an actual social life? In truth? Being normal hadn't worked, and she felt unlike herself, having this mask on with no one close by (Bart was able to come in fast but still, she didn't want to bother him every single day) to talk to. Life in the mask...

"I'm originally from New Jersey." Tommy jerked a thumb in roughly in the direction of the Hudson. It was just a hop, skip and a jump across the river. "I'm living in the West Bronx now." An area which was not exactly known for sending kids to private school.

But enough about himself. Tommy always had an easier time talking about other people. "Nah, my friend goes to Midtown." If Cissie attended that school she probably would have heard of Mia. Mia was kind of infamous for her backtalk, cause promoting and detention record. "But I got another friend that goes to your school."

Her eyes were pulled to his hand at he moved it, she was trained to watch suble body movements. Sometimes they were indicators. But if she could just turn that off and be a normal teenager for a little while... "I've heard that's a pretty rough part of the City. You like it?" Okay it was a lame question but she couldn't exactly ask about the crime rate! "Personally, this area... not really my what I'm used to, we always had a house or a hotel room, something that wasn't a dorm room..."

"Midtown's one of the public high schools right?" She's been looking into them. But she knew that she wasn't going to be allowed to transfer schools. They'd put her here becuase of Dr. Money, and it would have made the whole point of her being under her care moot. "Oh? What's her name? Maybe I've met her... she doesn't live in the dorms, does she?"

Tommy raised an eyebrow and threw Cissie a 'what-the-fuck' look when she asked if he liked the Bronx. Wow, sheltered much? The other eyebrow went up when she mentioned having a hotel room. Okay... so maybe she'd also skipped out on the whole normal childhood thing.

"Yeah, it's downtown." Tommy gestured again vaguely. New York City wasn't hard to navigate once you got all the boroughs down. "Her name's Kate. She commutes." Tommy raised a hand. "About this tall, dark hair, really hot."

His reaction told her everything she needed to. "And now I've just learned what NOT to ask a New Yorker," she said with a sigh. "That and the proper pronounciation of Houtston Street will keep me from not getting jumped," She was kidding of course. But no she wasn't from here...

In truth there was about a third of the school that fit that description. She shook her head adjusting the strap of her bag. "I'd probably have to see her... Then again I've only been attending since February. Still don't know most of the students. It's intimidating coming in mid-way through the year, especially in a place like Hawthorne where most people seem to know one another..." She shrugged. "Honestly I think that I'd be better off in public school. But for reasons," she seemed to mock the word, "that isn't likely to happen..."

There were plenty of things not to say to a New Yorker but sometimes you had to learn things the hard way. Sink or swim. Cissie seemed pretty bright. She'd manage to figure it out.

"Lemme guess." Tommy brought his hand up to his chin feigning thought, then pointed at her. "Pushy parents? Want you to inherent the family business?"

Oh if only he knew... Of all the ways that she'd thought about her situation, she'd never really thought about it as a family business... but maybe it was? And she was doing it more in spite of her than becuase of her... It was something that Dr. Money kept coming back to. That and the fact that she didn't have to be 'okay' all the time.

"Something like that," she finally said with a sigh. "Stagemother. Always want what they think is best for you and by the end of it you don't really know where they end and you begin." Cissie shrugged. "Sort of gotten a bit of perspective on that recently. It's how I got into Hawthorne." It wasn't a bad place. She just... didn't really have anyone there she could talk to. (Ms. Frost was pretty cool about it tho... no pun intended.) "But you know what they say, every family has their issues. Some are just more prominent than others?" Tommy was a teenager too, he'd understand, right?

When Cissie said 'stagemother' Tommy winced and shot her a 'that sucks man' expression. He'd never had to deal with anything like that or even known anyone with that problem but from what television told him? Those people did not have both feet firmly in reality.

Tommy gave a shrug when Cissie started talking about family. It wasn't exactly his favorite subject. He really didn't like talking about himself that much to begin with. "Yeah, I guess so."

She just shrugged, she'd seen the look before and truth was that it didn't bother her now. It couldn't. What more could Bonnie do? Right? She wasn't even certain where her mother was living. 'No! Stop it!' She really needed to. Enough was enough.

Clearly this wasn't a very comfortable topic... Not that she could blame him. "You ever want to just take off? Start over somewhere where no one knows who you are or what you've done?" She was asking this question of a complete stranger. "A place where no one realizes just how awkward you really are?" She shook her head trying to laugh it off.

"A little too late for that," Tommy admitted. "But you keep trying."

It wasn't the worst conversation he'd ever had but hardly the best. Politics, small talk, and now family issues. Even if Cissie was pretty hot, Tommy wasn't sure he was ready to hear her life story and things had been rapidly heading in that direction.

"At least you're at a boarding school?"
