That was because he was, as Reed aptly put it, unyielding. He refused to open his borders, step down as ruler, or cease launch tests, which the most latter he did not understand the fuss. He had not blown up any other countries... yet.
"What I do have to offer is superior technology, as well as a show of a smaller, controlled population that has thrived. Latveria has survived decades now without deteriorating its environment or needing any materials imported from any land countries." Some fish and minerals were an exception, so he kept that carefully vague with Arthur in the room. "Exporting to get that technology to people who need it though is trickier with the sanctions. In that, those of us who have an influence on the global market," He looked pointedly at Tony. "Will be extremely useful. The planet can't sustain itself under the pressures of the growing population, not unless technology can be placed where it is needed and patents kept free of corporations who will not utilize such due to seeing more profit in a sick and needy population."
There was little pause in his next statement. "Unless any of you want to drastically trim down the human population to avoid its inevitable gorging of itself."
