T'Challa listened to everyone's responses, and found some points had been made well. But he still thought the question of why Luthor (or Doom) had been considered for this council at all was staring them all in the face.
He considered the pros and cons of goading Doom into a confrontation, but chose to save the opportunity for a later date. Instead, T'Challa crossed his arms. "Our respective nations will prepare for any eventualities which might threaten our interests." His gaze flickered between Doom and Arthur "And it would be foolish to expect any of us to reveal the specifics such plans." He looked at Reed. "Suffice to say, we will be ready. The question is, how will you two respond?"
"As representatives of nations, we have certain resources we can employ- intelligence services, agreements with allied nations, economic leverage. If all else fails, we have militaries to protect our interests."
He held up a hand to indicate Tony and Reed. "Your options are fewer. Public relations, legal challenges, exploiting connections in the superhuman community." He raised a finger. "But taking action against him, will be much more dangerous. For nations, espionage is an open secret, even amongst allies. For private citizens to act against their own government, it is sedition and treason." T'Challa looked at Reed. "This is why I council caution. Do not risk your freedom or even your lives, until it is clear what Luthor intends."
