He watched as things got weird for a moment, but when she asked the question, Doug had to assume everything was fine. That she was fine.
"Time. Money. A pretty large invasion of privacy. Dealing with bureaucrats who are underpaid and potentially have chips on their shoulder. But..." A thought occurred to him. He hadn't spoken to Oracle in some time, but he knew that Nightwing was part of Oracle's network, and that Raven was a friend of his.
She wasn't comfortable around technology, though. That's why she came to him, and Doug kind of liked being able to help in this way. It was refreshing to deal with a computer again. He couldn't go blurting Oracle's name to anyone, though. He'd worked too long and hard to try and earn their trust to give it out to someone, even though he trusted her implicitly.
"I might pass this up, to a friend of Nightwing's that could help you out. One with far more access and ability than myself. It could be done legitimately and quickly... probably. At least, through a network of heroes, and they understand the need for privacy and keeping a low profile."
He frowned, a little sad that he wouldn't be doing it himself, even if he was pretty sure he could do it without SHIELD being any the wiser.
