Gotham had always been at war with itself and Batman had spent a lifetime protecting the innocent from those less so. But throw in a disaster of such magnitude...
In other places thus affected, the citizenry might be more inclined to pull together in the face of adversity. In Gotham, it was more likely that vice and violence would be the outcome. Given enough incentive, that 'war' could become literal.
"She'll survive," Batman said firmly, looking over the Gotham cityscape. There was nothing else for them to do. "She's been through worse than this." It wasn't a lie, but he admitted, "Though the sooner things are restored, the better."
He stood for a moment, studying her. He hadn't allowed himself to think about it, but he'd missed her. "Have you seen Kal?" he asked quietly. "He'll be happy to see you." He'd probably seen the news already.
