Tommy was totally bored and she could see that he wasn't enjoying himself, but he was doing a lot better with the people in line than she thought he would. Despite the fact that he obviously didn't want to be there, he was sticking with it, which told her a lot. He could be patient when he wanted to be.
"I do this once a week, if I can find the time," she said easily. She could have done it much more if she tried to, but there was really only so much this could do. That's why she'd sought an alternative. Soup kitchens didn't keep the streets safe. It just gave people enough food to carry on. "What do you usually do with your free time?" The look he gave her made her smile in amusement. Did she do this to torture him? Quite possibly, but not on purpose.
