In all of their past, he'd know she was a good person, forced into bad situations. He'd told her so time and again. Bruce's moral code made it impossible for him to be with her while they were on opposite sides of that particular fence, but that had never changed his opinion of her character, nor his feelings.
"I've always known you were a good woman, Selina; I just needed you to know it, too." Moving a little so that he could turn her face sideways to see his, Bruce smiled faintly. "And Bruce Wayne - and Batman - I - have loved you for a long time."
