Batman was quiet for a minute. "I've spent the last fourteen years trying to find the best way to cleanse Gotham of the corruption plaguing it's streets," he said quietly. "I know what works and what doesn't. I've seen the mobs, I've seen the police, and I've seen the task forces. I've even seen the military. You send in people armed for action, Gotham's criminals will see it as a challenge. They'll kill who they can, steal everything else, and use it for their own means - I've seen it. They'll try to take over the Asylum for the criminally insane, or put them in the regular prisons, and end up with more dead."
He shook his head. "And they're stubborn enough to keep coming and keep throwing more weapons and more agents at it, because that's how they solve problems. If they're going to be effective, they need to think differently. They wanted me on this team because I know Gotham's criminals and how to handle them. If that's the case, then they ought to listen to me when it counts." Batman snorted, looking at Banner. "In theory."
No, he'd never dealt with the Hulk, but it was a moot point. "I've seen footage. The Hudson is three miles wide at its widest and fifty-two feet deep. I suggest fifteen minutes from the city because theoretically, you'd want it close enough to your home to get to in an... emergency situation, but there is land further up north available, as well. Northern New Jersey has a great deal of open space."
Turning to him fully, blocking Banner from the rest of the room, as well as his own mouth, he said, "The choice is yours - I can't make you do it, nor would I. You travelled an hour to get from Manhattan to Gotham this time, so you clearly have some measure of control over your transformations, but I'm guessing this isn't always the case. My point is this - whether it's fifteen minutes away, an hour, or in Siberia, something is better than nothing, Dr. Banner. Especially something SHIELD has no involvement in."
