Though he would not admit this in front of the Batman, who was obviously attached to his point of view, but Bruce was of two minds on the subject. On one hand, he the idea of a police state was a frightening prospect and a violation of freedom for the citizens of Gotham, not to mention their safety, but he wondered if perhaps it needed a good shakedown. After all, Gotham was notorious for mass murderers like the Joker and Victor Zsasz, as well as many others. It seemed like it was barely kept under control and he couldn't imagine how anybody could live under such circumstances. The mere thought had Bruce imagining the Hulk on the rampage through the streets, tearing the place apart, and he looked down at his feet. This wasn't his battle and he couldn't afford to get involved in any sort of argument. "I guess you'd know better than I," he said. "Hopefully you have enough pull. I wish you the best. For Gotham's sake."
The comment about the Hudson River made Bruce chuckle, ruefully. "You've never dealt with him. Once he starts running amuck, there's no limit to what he can do once he's got a mind to. You've never seen him jump, have you?" It wasn't bragging, Bruce was actually stating a fact. "A couple miles, easily. A little water isn't going to dissuade him."
Bruce nodded. "I appreciate your concern, but yeah. I'm being very careful." It wasn't actually for his own well being that he was worried about - if SHIELD did something to provoke the Hulk, then results could, and probably would, be devastating. It was probably the reason why they hadn't tried anything yet. "I don't trust them either, but they're the most persistent option."
