Cain had been tracking X-23 for a while, having used Sabertooth to find her and then pummeling the feral mutant and having him sent back to The Facility when he was no longer useful. The woman had facility troops after her but someone or something had taken them out. Cain Marko was that someone.
"Hey, I know you're here. I wanna talk to you, Creed's gone. I got some information you may want. I came here on my own accord and I have nobody else with me. I'll be civil if you will. Even if I was here to fight I gave away my position and can't catch you."
Cain was indeed alone and he hoped she would listen to what he had to say. He yelled out "The Alkali Lake facility is gone, wiped away by X-24. He's about to join the Brotherhood unless you find him and bring him to his senses." Juggernaut wasn't a complex criminal mastermind and wasn't good at deceptions pitting friends against each other. He said when he heard her movements
"He's fueled by anger. The Brotherhood plans to use that and make him an assassin against the humans. As far as me being hired by the facility a while back they refused to pay me. Truth be told I'd rather they didn't catch you. They've been chopping up mutants and making bioweapons out of them. I'm a mean bastard but I'm not that mean. Frenchie needs your help before the Brotherhood gets their claws in him. He's being prepped to kill a senator and if he does, you'll never get him back."
Juggernaut's motives were clear, he didn't want the swordsman dragged into a fight that would leave him wanted by the government. Cain still had enough humanity to give X-23 this information and to have kept facility troops from finding her. There were reinforcements coming and Juggernaut said "I'll keep them busy, they may send Kimura and she can't hurt me. Go save your friend before it's too late, he's not far from Alkali Lake. He's been brooding saying Ashida left him and he's become a bit unstable. He's been killing facility troops for sport and leaving circles of headless bodies."
