Do you tell the police, and let human procedure run its course? Or do we try to get rid of the body ourselves?" She had ideas of how she would act, either way Luna chose, but thought it was important Luna did choose. Or at least (and Hecate suspected this was how things would go) chose not to choose, and pass the decision on.
