Subject: Magical impact on subconscious impulses
I've had time to give your case some review, based on the specifics you've provided me on your young friend who was brainwashed during his time held captive by HYDRA.
As I told you when you came to see me, and as I'm sure Loki has also told you, magic cannot erase the effect caused by brainwashing. Or, rather, it could rewrite his neural pathways, and possibly even close to his former patterns, but this would be a form of magical brainwashing, and as such would not only be unethical, but would also be ineffective; it would be a layer of putty, if you will, layered over another layer of similar putty, which would show through if a spot was missed or ever became thinned.
What my research suggests holds the best opportunity for him is a cleansing ritual, which would force him to view his actions and thoughts in the light of truth, critically thinking about what he is thinking, and why. I have had some experience with this, and in fact some notable skill with the artifact that could be used to bring him to this state.
However, there is a risk that even within the ritual, he would interpret what he's being shown as a lie or a manipulation, and reject the truth in favor of the implanted patterns. The brain is very good at tossing out information that does not fit is preconceived notions, even when that is only the physical senses, and not the conscious mind. It would be further complicated by those who are not accustomed to magic tending to find alternate explanations for magical effects, even when they have not been influenced by outside forces to reject what does not fit the implanted world view.
All risks aside, I think it is worth a try.
