Billy did his best to avoid becoming personally involved with cases, but more often than not it never ended up working very well - and considering that this involved not just a colleague but a friend, well... it was personal. The Seattle PD was already coping with an overwhelming caseload, from drugs to gangs to murders, and he didn't have the time to waste by going about this in a professional manner. Sometimes corners needed to be cut and certain measures needed to be taken, which was why he was allowing Daryl Hockney to be involved. If they could find Warda and potentially take down the Joker before he went even further, then it would be worth it.
It didn't take hard to put in a few calls to ensure that the crime scene would be clear - there were still a lot of good cops despite the corrupt ones, and when it came to one of their own they were willing to be accommodating. Hockney wasn't mentioned, obviously, but it was known that he intended on taking a look at the scene himself.
By the time he'd taken care of all that and driven to the location, nearly twenty minutes had passed since his forum conversation with Daryl. He had his gun and badge on him as always, his mind already ten steps ahead to whatever might happen if Hockney could somehow discover where the Joker had taken Warda. The fire damage to the building was evident as he approached, but there were only a few lines of crime scene tape - it wouldn't be too contaminated yet, considering it had barely even been a few hours since it occurred.
He waited outside for Hockney, since he had enough sense to acknowledge the fact that whatever she was going to do was likely something he couldn't.
