Coming at this from a wholly theoretical standpoint, it's important to remember that motivation is at the heart of character. Everything that character believes in and does can be plausibly built around what she wants. Read a lot of commentaries on writing by great authors, you hear one question a lot: 'what does the character want?' Motive is always a great starting point, and a strong motive makes a firm foundation for a character.
