I think, in part, dealing with lower-class issues and characters in a fantasy/scifi setting may be one of the few (if not the only) ways to deal with what is a confronting topic without 'scaring' the upper-classes. It's just far enough away from reality that they can watch it, maybe learn from it, without being too confronted to actually hear the messages about the hardships that the poor face.
