Rescue Me -- firefighters (not cops) and they all struggle for money.
As The World Turns -- US Soap. One half of the main family runs a farm. Several of the characters on that side don't have college degrees and are VERY looked down upon but the wealthier, educated "other half".
Little House on the Prairie -- A bit glossy, but they never had money and it was always a struggle.
I'm not sure why cops don't count in your description -- since shows like Hill Street Blues showcased the lower/middle class in both their storylines as well as their struggles with making ends meet.
Ghost Whisperer? She runs a shop, nothing fancy.
The White Shadow -- Definitely low income inner city stories and the teacher (who wasn't rich) was maybe middle class at best.
