You'd probably have to go hard on steam technology just a little too soon to accidentally discover some other energy sources that don't have immediate practical applications but are way more practical long-term. Sort of like how China was late discovering glass because they made really fantastic porcelain early on, didn't need another dishware solution, and never had any reason to fuck up and make glass.
