"You're lookin' in the wrong place then." Clint wasn't naive, not by a long shot. He knew that SHIELD and likely the Government were looking at ways to still use Erskine's work, that they still tried to come up with a working formula that could replicate what happened to Steve. But what SHIELD were doing wasn't about abuse of the science, and Banner was an unfortunate accident.
"It's not about how SHIELD use it, or how random Joe scientists are using it. It's about people like HYDRA and Skull and those other people that Jess found before," Clint gave the file a nod towards, "that's what to focus on."
Really, Clint rarely needed things like favours; yeah, he joked about them with Nat and Jess and Coulson, but it was just that. Joking. He was fine with helping out others when they asked, team mates especially, but he was shit at asking for help himself. He called it independence, most others called it stubbornness.
