While Peggy can pull a strong lead on him, she pulls back her speed just enough that she's only ever a floor ahead of the civilian. She didn't need him getting in trouble without her, and she could always appreciate having a set of eyes at her back. So she's not much ahead of him when she pushes the old metal door open and cuts through into the fresh, open air of the roof. Peggy draws a deep breath, faintly winded after that long climb, evening out her pulse as she crosses slowly towards the edge of the roof. The fresh air was a sweet kiss compared to the musty old building.
After giving an initial gaze to the entire land below, Peggy turns back around and slowly sets down the makeshift shield she's been carrying. She flexes her forearms, rolling her wrists and working some of the stiffness out of them now that she's fairly confident there is no imminent attack. She listens to his deductions, red lips resting in a cool, thoughtful line. "Those are many assumptions to be making. It's all circumstantial evidence, but it's also all we have right now. Possibly there was some giant disaster back home. Possibly it make us all sick, brain damaged, and this was the only place to go? Maybe we didn't know it would be that bad." She breathes out slowly. "But yes... just as likely, this has been done to us. Probably more likely."
Then dark eyes turn back to the skyline, studying closer. "Mostly decayed, but there are signs of destruction. Large objects have hit there," She points to a crumbled, indented side of a building, "And there," where the street has caved in. "And a few other places. But the majority of the destruction is decay. And I count at least a dozen other pod landings."
