Doug and Laura wouldn't know it, but Steve had no plans to harm the girl whatsoever. Keeping her from killing the boy, that was definitely his number one, but he hoped to diffuse the situation rather than make it worse once he'd gotten her off of him.
They were all stressed out, that much was clear, which made Steve think that these two knew about as much as he did about why they were there. Not to mention about as much about themselves as he did. A misunderstanding made complete sense, but there was still the task of calming her down to convince her of that.
"I don't plan on hurting anyone, son--" The end of his sentence was spoken through a clenched jaw. The girl certainly had more strength to her than anyone would assume at first glance. "Miss, it's okay-- we're not here to hurt yo--" And then her claws sunk into the sides of his abdomen. Cap hissed out his pain, his brow furrowing as he did, and then he shifted his hands down so that he could pull her hands back, keeping her arms pinned but those claws a few inches away from where they'd pierced into him.
"What's your story, morning glory?" He pinned her more securely then, bringing his legs up to pin her down by her ankles and his arms crossing over her chest to hold her secure and his hands now firmly around her wrists. She was squirming and his back was against the pavement which wasn't all that comfortable, but Steve had a feeling he was durable enough to avoid a little road rash. The bigger concern here was calming the girl down that had knives in her arms. "I know you're upset, miss, and probably confused - but you and me both!"
"This nice young man was just checking on you. He was concerned." Readjusting his grip on her wrists, Steve was careful to not let her get a leg up on him because he really didn't want to be pierced by those blades again. "I promise we're not here to hurt you!"
