Maria decided that one day she was going to get Fury back for this. By now she had come to the conclusion he was either punishing her or testing her. Either way, she was going to do this and those that didn't show up for their performance review would likely come to regret the decision. Some she knew weren't going to show. People like Namor and Clint, and she was already preparing to deal with each of them. Clint was an easy solution. Paperwork. Lots and lots of paperwork. Namor would take a little more creativity, but eventually they'd learn they would have save themselves all sorts of trouble if they just went to the performance review.
Others weren't going to be quite so easy to predict. Tony could decide not to go, but then he might realize it would be a relief to Maria if he didn't and he'd show up anyway. Jen was also a wild card, and Thor too. People like Agent Drew, Romanova, and even Spider-man and Ms. Marvel would show up. Rogers would come, talk, and then go. It was protocol and expected, and he fulfilled that.
The Hellicarrier would be stationed in New York first, and then it would go out to Malibu. From there it was in the court of the Avengers and SHIELD agents on how they wanted to go. There was a day open to each place, and then the Hellicarrier would leave and it would be done. Simple as that.
But these were the Avengers. Nothing was ever simple.
