They may not be the one actually making the decisions, but there has to be someone to co-ordinate things, and set things in motion.

And really, I think you might be surprised by how receptive people would be. I don't think there'd been much interest in the Force for a while. We... no, we hadn't really talked about it, until suddenly we did, but I think we both knew our interest was waning. Perhaps the very fact we didn't talk about it is a clue to that, you know?
