421 - action, closed to Rebecca
[ It's a little later in the night when he takes those handful of steps across the hall to knock on her door. He hopes she's in. After that bomb coming out of left field earlier today, they have a lot to talk about. ]

[It doesn't take long at all for Rebecca to answer, her hair tucked back in a small ponytail as she pulls in the door. Words aren't really needed in that moment, her head cocking to the side before she nods to invite him in. She's got lukewarm coffee in a mug that she then sips from, but retreats to put the pot back on so she can offer him a fresher drink.]

So. [Her brows shoot up as she looks at him.] That happened.

[ He steps inside, feeling the sombre kind of tension. Coffee would be really great right now and it's somewhat reassuring that he doesn't even need to ask. ]

Yeah... it really did. [ He clears his throat. ] Didn't really expect that.

I can't say I didn't in the long run expect one or both of those things going down, but not both at the same time. And like that.

[Rebecca moves toward the living area, resting against the back of the couch and putting her coffee down on the end table so she has both hands to gesture with as she talks.] What did you read from it? The way she let us know.

Honestly? It made me think of Lacus. [ She knows what he means by this, right? That out of the blue announcement, putting the weaknesses of the organisation out on display. If they actually had any internal threats right now he'd be pissed off, but right now he's just disappointed. ]

I don't know what's been going on behind the scenes, but it's not really coming across as something good.

[Her lips twist because, oh yes. She remembers.] It's not like we have a lot of enemies anymore, but it's still...

Did she just decide it or... it sounds like it went up in a fizzle, for some reason.

Either way, why didn't she talk to me first? She knows I'm working on something — I gave her a whole binder full of suggestions for improvements. We talked about the town hall project as a supplement to the Defence Force.

[ Okay, he's a little pissed. ]

It's a dick move, I mean... I get not wanting or being able to be involved in something when you're facing burnout [been there, done that] but there's a certain level of responsibility you take on as leader that you need to delegate if you're removing yourself from the situation. There was a direction to shift things in, like you said, but instead everything went off the road and into the ditch.

[...] I don't like how it's implied it's now a free for all to take her place or restart. It's scattering people. We needed to bring them together instead.

Judging from our conversation, the fact that she was the leader is something she wasn't aware of until I pointed it out. [ Which is all kind of weird and he wonders if that's part of why she stepped down. Really strange though. She was elected into the official position of leader for the Defence Force, it's not something she just ended up in. ]

This puts us in a position where we need to move fast or risk losing momentum... though I'm not sure how that will make us look.

We're coming at it with good intentions but it may look a bit... [she rolls her eyes, this sucks]

Why do we look like vultures now? I'd still say count me in, of course, because whether people love us or hate us... someone has to do something.

[ He frowns - he's not great with public relations but you can't be bff with JJ for this long and not pick up a thing or two and for the last nine months he's had to be his entire team, on and off. Mostly on. This is bad. Not a disaster, not a nightmare, but something that needs to be handled delicately. ]

Do you think... no, it'd be paranoid to think she's doing this on purpose, right?

[Becca's expression falters momentarily, brows creasing.] Do you - think?

I mean. I thought I knew Kitty but even when I did think that, she still threw a few daggers unexpectedly in the midst of friendship. Mostly when... she or the DF were challenged.

I'd like to give her the benefit of the doubt, but... historically, she's taken the Defence Force very personally. There's never really been a clear division between work and her private life. [ Which caused some problems between them because if there's one thing he does it's compartmentalising. Work is work and life is life. ]

Again, we don't know what's happened behind the scenes. Maybe this is a decision that happened in consultation with the rest of the Defence Force, but it's not really coming across as such, especially since she was so vague about a successor. [ He sighs. ] I don't know what to think about this and I definitely don't want our personal past to cloud my judgment of her actions.

Could be, yeah... [Rebecca crosses her arms at the thought, a gesture that can can read into her feelings on the matter easily enough.]

Even if the Defense Force talked this over and decided this was a course of action, I still feel the dome at large had an opinion to be heard about it. Or owed a better explanation. What happens now to the information they had? We... used to have. The notes, your notes - that whole damn proposal? We should've transitioned into something else, not be left to pick up pieces and try to run with them.

As far as the information goes, that's not much of a problem. I have copies of everything I've ever written, in addition to research i've made since after leaving the Force. Anything else... well, I think I got a man on the inside now.

[ He and Ianto made up, it's all good. He hopes. Also have you seen his apartment, it's like a serial killer lives there. ]

Looking back, I think this may just be more of the same kind of decisions that's made out Kitty's time as a leader. I've criticised her in the past for putting herself in harms way when she's the one supposed to be overseeing the operation, especially since there was never a clear chain of command if something did happen. She's... not delegating. She never really has and more so, I have a feeling she's not really listening to the people she's supposed to lead. I never wanted a leadership position, but I kept being put in one because no one else would do it and she insisted.

There needs to be a line of communication, internally and to the public. That seems even more important considering how small the population is here at the moment.

I've uh, fielded a few thoughts on that actually. Aidan and I talked, the day I officially quit the DF about the whole thing and he did mention feeling easily dismissed. Especially since he was someone without any super fantastical powers, y'know? It just didn't feel like there was cohesion even when the DF was running, it kinda was like a popularity contest where the say came more from who said it over why they're saying it.

Aidan was also one for the town hall idea. He had experience with it, from his village. And if it worked there, it should work here.

Yeah... yeah, I've gotten that impression too. [ That he's untrained, unfit and sure to some degree that's true but he's not exactly helpless. ]

I don't see why it shouldn't, there's only about fifty of us left here. It would rely heavily on individual participation and responsibility, but maybe that's not such a bad thing.

So we still know a game plan, but when it comes to executing... that's going to be the tricky part. We'll need more backing than just you and I, but I think we both know a few people we could pull in to start things off on more even ground. [Hopefully without hiccups.]

Maybe we should think of a few subjects, then pull people together to discuss them.

That's a good idea. I don't want this to replace the Defence Force as another organisation that doesn't take the opinion of the public into account. It should involve all of us, at leas ideologically.

[ That was the thing he couldn't quite get over during the survey, how certain people seemed to think democracy meant everyone is forced to vote on everything. Frightening. ]

I'm sure we can think of some general things, like opinions on defense plans... go over some emergency protocol and maybe - release the information from the other day. You think that's a first meeting thing? I don't mind owning up to a hack, too. If people are upset with what I might've caused, it's better I face it head on... especially since I still don't plan on stopping.

I don't know about a first meeting... but I do think you're on to something with making copies of the information we have. Making that readily available in a public place might be something we want to consider.

I think the only way we can do this is if we go into it with complete transparency. No ranks, no secrets, no restricted meetings. This is all of us or it's nothing.

Yeah, we can see how it starts and if regulated meetings every couple weeks are required - or on a as is needed sort of schedule instead. It has to be something that doesn't just feel inviting but feels... accepting, of everyone. [From those who move buildings to those who only farm.]

I know there can be dangers with information leading to panic, but only when things aren't correctly conveyed - explained, y'know? I'll try and draft up some ideas and you do the same? We can work up an assembly for emergencies and maybe I can... think of something.

[...] I just finished a pager system for someone and while that sounds so 80s, considering the headsets, maybe I could work on some sort of PA announcement. Pre-recorded instructions incase people need it. I don't know. I've just old fashioned tech on the brain right now.

To Kitty? [ That's a question alright. He hesitates. ] Maybe, if it comes up. I have to say it's a bit, uh... disheartening that this was her solution to the problem but there's nothing I can do about that. I'm not sure I have any right to question her decision either.
