Cold water's a good way to cool down, actually. Once when it hits you, and all over again when you're drying off, what with evaporation taking heat off the surroundings and everything. Not perfect, but good.

You can get a fan for the apartment, by the way. Not the same as air conditioning, but it gets the air moving a little, and cools one down some, too. In case you don't find a different comfortable place, that is.
