I doubt that he'd do anything unprovoked... most of all he seems to be interested in a sadistic form of vigilantism, just like you said. While he has a background with law enforcement he doesn't seem to put much trust into that kind of authority, perhaps even less so here. He views the Defence Force as weak... too soft. At the same time he seems to be lacking the self confidence to put his desires into action, at least through conventional means.
He had very clear ideas of what kind of change he wanted, but he feels as if his own reputation would stand in the way of actually making that change come true.
