Captain Picard is currently under the influence of an alien intelligence which possessed him during a point in his life prior to his imprisonment. He is dangerous while in this state, and I fear he may try and take advantage the large, centralized gathering of individuals at Eric Northman's party. I request that you bar him from admittance to it.

France is located in close proximity to Britain and the captain has a firm vocal command, overcoming the inflections of his native tongue, thus giving him a British accent when he chooses to speak English.
