Sometimes you could put your hand right through a ghost and sometimes you can feel their touch. [Which is creepy by the way.] They never look fully...[Oh, what's a good word for it?] vibrant. [Dean would make fun of that word choice if he were here.] But you could mistake them for living especially if you wanted to. [And many people would.]

As far as appearing to people close to them? No, not necessarily. It depends on what is binding them to the world. In many cases it's a particular place or area they can't leave, so it would depend on who is there. They can also exist long after anyone they would have known has died. But with the right motivation that could happen.
