[There are plenty of reasons why he might care about this brother's well-being. Kol is an effective weapon when pointed in the right direction. He lacks the strength of Rebekah's blind loyalty but he also lacks her crippling weaknesses, lacks Elijah's morals as well. Klaus has never known this brother to desire to be anything than what they were made to be; it comes to him easily, the last son born to pure blood and a smirk on his lips (both more than enough reason to despise him).
