Oh gosh does she ever recognize guilt. Maybe because she can relate to it since her sister literally jumped off of a tower and died for her. Dawn will always harbor a lot of guilt for that no matter that Willow's spell brought Buffy back. So she recognizes it it Peter and it tears at her heart.
She reaches across the table and lays a hand over his, her fingers curling around to hold on and to give him something to, even momentarily, hold on to. She doesn't try to tell him that it wasn't his fault. Because she knows that doesn't work with this kind of guilt. Instead, she gives him a quiet look that says she understands all too well. And then prompts him to talk about the living.
